  • Matt is an experienced trial and appellate litigator and business executive.  Matt has successfully argued before the United States Supreme Court, the United States Court of Appeals for the Seventh Circuit, the Indiana Supreme Court, the Indiana Court of Appeals and various federal and state trial courts.  Matt has represented individuals, Fortune 500 companies and governmental entities in business, constitutional and civil rights litigation.   Matt, for example, successfully represented the State of Indiana before the United States Supreme Court in Heck v. Humphrey, 512 U.S. 477 (1994), a case that has subsequently been cited over 40,000 times.  
  • Prior to joining DeLaney & DeLaney LLC, Matt was an adjunct professor of law at the Indiana University Maurer School of Law-Bloomington; a partner at Baker & Daniels (now Faegre Drinker); Chief Counsel to the Governor of Indiana; Special Counsel for Legal Policy to the Indiana Attorney General; an associate with the Washington, D.C., firm of Onek, Klein & Farr; and a law clerk to the Honorable J. Clifford Wallace, United State Court of Appeals for the Ninth Circuit.   
  • Matt served for 18 years as President and Chief Executive Officer for the Health and Hospital Corporation of Marion County, which owns and operates Eskenazi Health, Indianapolis Emergency Medical Services and the Marion County Public Health Department.  During his tenure, Eskenazi Health more than doubled the amount of primary, preventive, mental health and addiction services provided to the Indianapolis community and constructed the award-winning Sidney and Lois Eskenazi Hospital on budget and on time.
